Önce İkdam gazetesinde tefrika edilen, ardından 1935'te kitap olarak basılan Eşkıya İninde, edebiyat tarihimizde eşkıyaların hayatlarına eğilen ilk romandır. Nefi Bey, kayınbiraderi Hikmet Enis ve uşakları Murtaza Değirmendere'deki çiftliklerini kontrol etmek amacıyla yola çıkarlar. Dağ yollarını tırmanmaya başlarken eşkıyalar tarafından kaçırılan kahramanlarımız maceradan maceraya sürüklenirler. Üstelik amansız eşkıyaların ellerine düşenler yalnızca onlar da değildir. Romanın zemininde eşkıyaların yaşamlarının yanı sıra 1920'lerde yoksul Anadolu'nun panoramasını merkezi idareyi de yer yer eleştirerek ince fırça darbeleriyle tasvir eden Hüseyin Rahmi, macera romanı türünde de ustalığını ortaya koymuştur. Helal, haram sözü kitaplarda kaldı. Şehrin içinde, dışında hep haydutluk. Birtakımı yiyor, birtakımı da yiyenlere ses çıkaramıyor. Sonra 'memleket batıyor' diye bağrışıyorlar.
